Place small (2 1/2 oz) trimmed beef tenderloin steak in nonstick skillet over medium-high heat. Cook 3 minutes on each side or until at least medium-rare. Remove steak. Add 1/2 cup fresh orange juice and juice from 1/2 lime (1 Tbsp.) to skillet; simmer 2-3 minutes. Thinly slice steak and serve atop mixture of 1/2 cup each warm black beans and steamed white rice. Drizzle with heated orange juice. Sprinkle with 1/4 cup finely sliced scallion. Garnish with wedges from 1/2 lime.
